HELP! Can't find free agents in club transfers.

I'm trying to find certain players that are in the game because of national squads and have no club to transfer to a club but I can't find them. Shouldn't they be in the free agents list? Why are there only 3 players in the free agents list and why are they all from Uruguay? By the way, I chose Uruguay as my favorite team. Might that have anything to do with it? Thanks
